Despite repeated warnings and fines, the owners of the rooming houses are alleged to have failed to meet the minimum standards, including putting appropriate locks on doors, properly displaying evacuation plans and carrying out gas and electrical safety checks.
It is alleged Ms Bourke failed to arrange for adequate electrical and gas safety checks  at four rooming houses in Glen Iris, Camberwell, Doncaster East and Surrey Hills.
